Download steam mods manually

But recently, whenever subscribe to a mod on the steam workshop, it downloads on steam but doesn't appear in my mods folder or on the client. Opening and closing the game doesn't fix this. The only I can get mods to work is by manually downloading and installing them. Does anybody know how to fix this?

To install from steam, you need to have the game in your library as the mod installs basically "update" the game with your subscribed content. I'm not sure if there are other mod places out there, but I think you need to own the content in steam to have steam even download the mods, otherwise it has no where to put it.
